The problem of induction is a problem in the fullest sense of the word: it is not a problem of the lack of justification for inductive inferences, it is the fact that there is a debilitating criticism: past success does not guarantee future success. Although induction is not made by reason, Hume observes that we nonetheless perform it and improve from it. He proposes a descriptive explanation for the nature of induction in §5 of the Enquiry, titled "Skeptical solution of these doubts".
